Good point about security. I imagine volume will probably be very small,
so if need be it would even be feasible to have someone from the
editorial board inspect every posting.
Carol, a simple UI for posting files is this one:
http://groups.google.com/group/tivotool/files . Drupal probably has
something with similar functionality. Or for a bit more sophistication,
there's this one: http://tech.groups.yahoo.com/group/dita-users/files/
or this one:
http://www.tucows.com/Windows/DevelopmentWebAuthoring/HTMLEditors/ .
32MB should be plenty. It will be good to have big test suites with lots
of images for testing.

I can think of two good ways to offer examples: to create a form for
submitting examples, or to edit a page by hand. In either case, the
submitted files would go into a web-visible file structure, and the
explanation would point to it.
If files are posted on pages in the default way, users don't find out
whether there's a file at the bottom unless they scroll down far enough.
And in a Windows Explorer-style interface, you don't get information
about
what the files are.
We have a security issue here also, since posting files is subject to
abuse. If we set up a method that requires the same permissions as
posting
to a blog, we'd probably be safe. Those permissions aren't granted by
default to anyone who registers.
