New Knowledgebase section on the OT

Hi Robert,

I gathered the four pages you added today under a new section on the wiki.
http://dita.xml.org/book/dita-wiki-knowledgebase

I took the page The DITA Open Toolkit out of the Working with DITA
section, replacing it with the Publishing with the DITA Open Toolkit
page.
