I suppose that depends on what you mean by, "being part of the document".
I do not regard the script as being part of the information the document
is trying to convey.  The script can however generate output that will be
part of the final document.  But, an XML parser that understood PHP
processing instructions would be needed to grok that.  

My only real goal is to make sure that an XML parser will not spew
thousands at syntax errors at me when I run an XML file full of PHP script
tags through it.  And, if it can be parsed without errors, then I expect
that an XML authoring system would happily let people add these tags in
some sort of escaped or raw, insert your own tag, sort of mode.
