Yes, you've missed something :-). HTML has <html> and </html> because
there is an implied (if missing)
<!doctype HTML system>
at the beginning of every HTML document. In XML you will have an explicit
<!doctype TOP system "mine.dtd">
that will say that this document's top element is <top>...</top>.
