I wonder whether Tom is remarking on how DTDs and PIs aren't
themselves enclosed in tags.  He seems to be concerned about this
because he wants to embed XML in HTML.  Seems like a good question.

If this is the case, I believe the answer is that DTDs and PIs will
not appear embedded.  The DTDs and PIs would appear elsewhere.
Where?  I'm not sure that this has been decided yet.  Namespaces
will partly resolve this issue, but the document will still have
to declare the namespaces somewhere (and this doesn't help us with
PIs).  Are these issues really open, or am I just out of the loop?

I understand that there was an "XML in HTML" W3C meeting in
February.  Anyone know whether any of these issues were addressed
or resolved?
