The W3C Note of 10 Feb 1998 http://www.w3.org/TR/NOTE-webarch-extlang
("Web Architecture: Extensible Languages") might be a useful source of
ideas here. The note suggests a much more ambitious project than XSD, but
is I think worth reading as context.
