This distinction seems questionable. I'd like (potentially) to be able to
issue a query along the lines of "find me elements in this repository
which have a creation-date prior to 1998 and which are of a type that
can have ProjectNumber as a child element." If both facts are expressed
as RDF properties, this becomes thinkable. RDF tries to be a framework
and unless it's broken, metadata should try to use it. If it is broken,
it's not too late to fix it. Because the idea of a framework is a
valuable one. -Tim
