xml-dev - XSchema: Proposed Outline, Rev. 1

The latest outline for the XSchema specification follows.  I've added 
notations and the DTD and XSchema for XSchemas. Entities remain outside the 
outline unless it becomes clear that they have to be here.  If added, they'll 
go into section 2.0 someplace.

I'm going to start filling in the blanks this weekend, so please let me know 
if you have comments or suggestions.  Thanks!
