Not if it's valid ... <!DOCTYPE ...> isn't allowed by the grammar.
That, and the way "<?xml ... encoding='...'?> isn't permitted in
DTDs, have made me wonder if there are any other litle nudges
away from traditional DTDs. XSchema anyone?
