A SystemLiteral beginning with " can contain any character except
" (that is what [^"] means). A SystemLiteral beginning with '
can, correspondingly, contain any character except '.
URIs allow [-$_.+!*'(),;/?:@&=] plus [A-Za-z0-9] in them, but not ", so
the safest approach for XML Systemids is always to use " delimitation.
