Sounds like what you want is RTF2HTML http://www.sunpack.com/RTF/ (Brand
new version out this week!)
It runs on any platform, and with custom configurations you can do
precisely what you ask for. (You need Word to save as RTF, though.)
Previous version have been very solid.
