Rick -

Is there one "link-catalog" per document, or can I nest and scope them?
I.e. how do you deal with the fragment composition issue?

The kind of thing I am thinking of is this:

<XML-DEV:link-catalog>

Links for HTMLs P element type

        <a href="www.schema.net/documentation/DE/html-paragraphs.htm
            role="-//XML-DEV//TEXT Deusche Erklaerung//DE"/>

</XML:DEV:catalog>
