I think that there is a reasonable probability that many parsers will
already be handling namespace processing internally, so it would be
more efficient to be able to take advantage of their work rather than
duplicating it in an external filter.

All you need is one standard broadcast filter and you're set -- think
of tee-joints in a pipeline.

I'm a little nervous, though, about pouring concrete over our design
like this -- I'd like to keep it a little more modular, especially
with schemas still far from being resolved.
