My ParserFilter base class, which is intended to make it easy
to write SAX parser filters, has been modified.
1) The string ".useParser", which was formerly appended to the
fully qualified class name of the filter to produce the system
property naming the class of the enclosing parser, has been changed to
just ".parser". This makes it compatible with XAF.
2) There was a deficiency whereby a filter would receive DTD
events only if its client had registered to receive them as well.
This restriction was unnecessary and has been removed.
