Actually it can hurt, a bit -- if we want to keep the SAX2 JAR file
small enough for use on palmtops or over slow network connections, we
have to treat it like the space shuttle, where every pound (or octet,
in this case) counts.

The question is whether filters are or will be common enough to
justify including a base class in the SAX2 JAR.  I'd guess that they
are -- what do others think?
