I'm currently working on an XML::Catalog Perl module. Can't say when it
will be done, though.

I believe Tim addressed this in the Annotated XML Recommendation; I forget
the exact details. Something to do with always having a fallback in case
a public ID couldn't be resolved, IIRC.
