As of yet, unspecified; it didn't seem to make sense to invent a
proprietary scheme for this when we'll have XLink, etc., before long.
It will be interesting to hear what the XMLNews members have to say,
but input is welcome from anywhere.
In current implementations, the system just magically knows how to
associate the two; that works for now, but better interoperability
will be nice.
