There's no need for confusion.  The XML 1.0 specification defines what
XML processors must do.  It explicitly requires accepting documents with
constructs that do not conform to what the XML namespaces spec wants.

That means that XML 1.0 processors must ignore namespaces.  Whatever
component of a system pays attention to namespaces isn't going to be
called an XML 1.0 processor.

p.s. Notice that's true regardless of whether you're talking about a
     validating processor or not.
