Up until I changed my mind about this premise, I agreed completely with both
your three-namespace conclusion and your actual argument for it.
However, I no longer agree with the premise above as stated. Namespaces are
for distinguishing element/attribute vocabularies within an instance. Any
other use of them is beyond the spec and bound to end up in arguments on
xml-dev :-)
A corollary to this is that *something else* (perhaps in conjunction with
namespaces) must trigger stylesheets, validators, etc. I would like to see a
solution proposed for that---soon, if at all possible.
