That's an AI problem at root, and for now, a will-o'-the-wisp.

This seems prudent.  The recent rounds were occasioned by the change from
1 to 3, but surely the more basic issue was whether the XHTML spec at the
current stage should make any statement about namespaces at all, never
mind how many.  (So, as counterproposal, for now change the number from 1
to 0!)

Is there a compelling reason to have statements about namespaces in the
draft?
