Extensibility's XML Authority - a schema editor for those who haven't seen
it - will let you save DTDs to DDML format. It doesn't provide a DDML
validation tool for use in processing. It's nice to see, especially for
me, but it doesn't let you do anything with DDML in an application context.
And no, it isn't open source, but it is at least cheap.
