Sure there is. 

Please read http://www.w3.org/MarkUp/#drafts and specifically 
http://www.w3.org/TR/xhtml-modularization/xhtml_modules.html#s_imagemodule

There are two issues here right now. 

1. XHTML 1.0 and namespaces (which has been beaten to death)

2. Future/current work in XHTML 

Modularization is that current work.
