   Encoding attribute in IE5/MSXML (Was: RE: MSXML for Java Questions)

It has been my observation that IE5 (i'm using version "5.00.2014.0216IC")
will only accept two values for the "<?xml ..encoding=".."?> declaration:
  1)  "UTF-8"; or
  2)  "ISO-8859-1".
All other values that i've tried, including "UTF-16", cause the error
message: "Switch from current encoding to specified encoding not
supported.".

This would seem to be yet another indication that IE is *not* a conformant
XML 1.0 parser/application, as support of both UTF-8 and UTF-16 is a
requirement, not merely an option (see section "2.2 Characters", wherein it
is stated: "All XML processors must accept the UTF-8 and UTF-16 encodings of
10646..").

I hope someone from MS who is on this list can tell us when the encoding
attribute will be fully-supported in IE5 ("5.00.2525.0666IC", IE6?), as well
as when we might expect proper XSL support in IE5?
