Putting the technical issues that in general, working toward a universe
of freely mixable names is probably not achievable (too much domain
noise and that noise is valuable because it is the engine of evolution),
the issue at the bottom of the angst is the publication of technical
rationale
on a timely basis so that non W3C members can use the specifications
without competitive penalties.
The excellent aspect of this debate is that most of you appear to be
looking for a solution
so the community is functional.
1. Publish the rationale.
2. Use tools that make that easier.
