Java seems to be the most popular (see
http://www.xml.com/xml/pub/1999/06/fuchs/fuchs.html), but libraries that
ease XML processing are easy to find with all the modern popular languages:
Perl, Python, C, C++, etc. Tools for processing XML with other languages
crop up now and then as well.
(By the way, the xml-l list is better for basic XML issues; xml-dev
concentrates on more advanced and theoretical stuff. See
http://www.oasis-open.org/cover/lists.html#XML-L for more on xml-l.)
