It can also be a good idea to translate from EBCDIC to Unicode, unless your
real goal is to encapsulate the data as opaque binary blobs. If the latter
is your goal, BASE64 encoding is a good option. But if the data is intended
to be processed by a non-EBCDIC platform, recoding would seem best.
