It depends. If a user is somewhat aware of the
document structure, then he may be able to give
the weight. If not, he results in totally depending on
the searching strategy of the search system.

So, the term weighting on the fly is an option that
an expert is able to use for better precision.
At the same time, it does not make it harder for
novice users.
