It does? psgml 1.2.1 on GNU emacs 20.3, croaked when parsing
<!ELEMENT xlink:simple EMPTY>
in a DTD, with the following error message:

Name expected; at: :simple EMPT
Is there something I've forgot to turn on in psgml or is there
something syntactically wrong with the <!ELEMENT> declaration above, I
wonder?
