This is because the namespace spec says that xml and xmlns 
prefixes are special cases: the xmlns prefix is not bound to a 
namespace URI at all, while the xml prefix is bound to a specific 
namespace URI and cannot be changed. Hence these prefixes had 
to be treated as special cases in the DOM as well.
