One good way is to say lots of intelligent things on xml-dev (or the
equivalent public mailing lists for HTML or DOM or SVG or whatever).  An
even better way is to write software that implements something that's
under development.  Some combination of these, I believe, got Megginson, 
Cowan, and Tauber got invited. -T.
