It's an annual fee, you don't have to write a $15K check. 

There's no "recipe" other than prioritization. We decided that W3C
participation was an important part of what we do, and therefore the budget
reflected that choice. The same goes for any other budget decision, if it's
important enough, you find a way to pay for it. The idea that a company has
to be bringing in mid to high 7 figures before you can afford it is just,
well, silly, IMO.
