   quotes in canonical forms

In http://www.oasis-open.org/committees/xmltest/sun/cxml.html,
the second and third canonical forms have

PubidLiteral ::= '"' PubidChar* '"'
SystemLiteral ::= '"' [^"]* '"'

The literals are quoted with double quotes.  But in (eg)
sun/valid/out/sa04.xml the output has single quotes:

<!NOTATION bar SYSTEM 'file:/dev/tty'>

Which is canonical?
