It's a proprietary MS system. Anybody can submit anything to the W3C, and
lots do. For a while back there in '97/'98, there were a lot of dueling-
submissions going on, each one covered excitedly by C|Net and PCWeek;
thankfully this seems to have mostly died off now. -Tim
