I see in appendix D (D.2, second paragraph, xmlschema-2, December 17
working draft) that right truncation is permitted for dates to allow for
reduced precision, but there is no comparable language for times (to
allow, for example, values like "09:15" as opposed to "09:15:00"). Is
this intentional?
