I use uniconv from Basis Technology, which is a sample application of
their Rosette C++ library. See
http://unicode.basistech.com/demo.html.
Another free utility is available from Whiz Kid Technomagic at
http://www.whizkidtech.net/i18n/.
There are also several function libraries available if you want to
include this in your own C or C++ program.
