I believe the brown validator is in error, in that the relevant System
IDs are for entities which are never referenced, and the XML REC makes
clear it's not an error to have an non-resolvable URI if you never try
to resolve it.
Having said that, I realise it's an inconvenience, and I've put empty
stubs in place to forestall the error.
