There are a couple of activities in NLM that are converting the legacy data to
XML. I am not sure if NLM use MeSH in the conversion or not.
You can ask Nick Ide who is the principle designer of the DTD
for the clinical trial data at "ide@nlm.nih.gov".
Here are some Web pages, from which you can get some hints.
