   SCHEMA: length for binary datatypes

In http://www.w3.org/TR/xmlschema-2/, section 5.2.12 (and elsewhere in
the recommendation), I see language which states that the length facet
specifies the number of octets for binary types.  Section 4.2.1,
however, says the length for binary datatypes is in bits.  Anyone know
which is correct?
