Indeed, at the time that the namespaces specification was written, there
were issues that should have been decided and were not.  Some of the people
have gone away, but these issues have not gone away. It is to the credit of
the W3C that, as an organization, it is able to outlive particular working
groups, persist and resolve issues that in retrospect were addressed poorly
or hastily.
