The XML Pointer draft can be found at:
   http://www.w3.org/TR/xptr

---------------
Abstract

This specification defines the XML Pointer Language (XPointer), the
language to be used as the basis for a fragment identifier for any URI
reference that locates a resource of Internet media type text/xml or
application/xml.

XPointer, which is based on the XML Path Language (XPath), supports
addressing into the internal structures of XML documents. It allows
for examination of a hierarchical document structure and choice of
its internal parts based on various properties, such as element types,
attribute values, character content, and relative position.
---------------

CR stage is the last stage before becomming a W3C Recommendation.
This mean the specification is considered stable, and this last stage
intent to test how implementable and interoperable the specification
is.
The Working Group seeks feedback on implementation, you can send
your report either on the public mailing list
www-xml-linking-comments@w3.org or privately to the chairs [1].

The Working Group will provide more informations including an
XPointer minimal testsuite, this will be published on the public
page for the working group at
  http://www.w3.org/XML/Linking.html

The feedback from Last call has been analyzed and the disposition
of comments is available on-line at:
    http://www.w3.org/2000/06/xptr-comments-20000607.html

All comments sent to the public list during Last Call and showing
up in the archive have been examined, both by the Working Group and
during the review to access CR status with the W3C Director.

  thanks for your feedback,

Daniel
