Not quite true.  The XML Core WG has discussed the need for an
overview of the pipeline, and how users can control ordering and
composition of _inter alia_ link interpretation, schema validity
assessment and query processing, probably assuming XML 1.0 parsing,
namespace conformance checking and core infoset construction always
come first.  The W3C team is also beginning to discuss how to address
this.  Get your AC rep to bang on the need for this!
