But one must note that it would be the case
had ISO itself not agreed to make changes
to the ISO standard to ratify the changes
that citation from XML would make necessary. A change
of name isn't enough; you have to establish
the authority of the named entity and its
relationship to the authority of other entities
which it references. That was all done
