The OASIS entity-resolution working group will be looking at these issues (but
don't expect PUBLIC to go away).  For URNs though, note that Michael Mealling's
draft describes a system for IETF usage only.  The question of how mere mortals
get suitable URNs is yet to be solved; suitable organisations or groups have to
apply for and get a URN namespace, and then authorise URNs within that
namespace.  This is something that should be coming, but it isn't here yet.
