I'm a newbie here (so pardon my intrusion), no guru, and worse, I could be
displaying my blonde streaks. However, the way I read the recommendation,
whether or not an element occurs is dependent on how it's min occurs
property is defined. I'll admit that the recommendation is tough:

"group must: ...(all) contain all and only exactly zero or one of each
element specified in {particles}. The elements can occur in any order. In
this case, to reduce implementation complexity, {particles} is restricted to
contain local and top-level element declarations only, with {min occurs}=0
or 1, {max occurs}=1. "

Perhaps I'm oversimplifying here, but if I slip past that seemingly
contradictory first line (which I think was meant to list the possible
combinations, rather than constrain them) and read the final line, the fact
that the element may have "min occurs=0" would establish it as optional.
I've been thinking of "all" in opposition to "choice" where "choice" can be
compared to radio buttons and "all" to checkboxes (with "reorderable"
boxes). Sure hope I've not been messing this one up.
