yes or no.
You can do:
<!DOCTYPE Page SYSTEM "cfl.dtd" [
<!ENTITY % wibble "wobble.ent">
%wibble;
]>
<Page>
... &wrangle; ...
</Page>
where wobble.ent contains
<!ENTITY wrangle "x">
whether or not that is modifying the DTD depends on your view of what
"DTD" means.
