Simple enough. According to section 3.1 of the XML rec [1], the order of
attributes is not significant so you can add attributes wherever you want
within start-tags and empty-element tags. Hope that's what you were after.

Subject: [xml-dev] Attribute Order
Hi,
I'm working on a little project to persistently store XML
documents and I'm trying to work out if there is any reason
to store attributes in a particular order?
Is there anything that says that attributes have to stay
in the order they are in, or does it matter that if, when
adding an attribute, that it might just get added to the
end of the attribute list?
Cheers,
Peter Finch
