XML and mapping can mean SVG, see:
(see http://www.adobe.com/svg first if you haven't already got the SVG viewer installed, the Windows/Mac versions are available from a link off that page, the Linux/Solaris betas are available from http://www.adobe.com/svg/viewer/install/old.html )
Also Michel Hirtzler's site:
(Click on "en PHP" or "With PHP" for examples of a relational map database.  Click on "Cartographie" or "Cartography" for examples of SVG maps on the client.)
Both of the above are currently using relational back ends, but a native XML database could be used to persist SVG.
