ISO 8601 date-times have time zone information.  The Z indicates UTC.  To 
use a dateTime with a different time zone, use a format like 
2001-12-23T18:48-08:00 or 2001-12-24T04:48+02:00, both of which are 
equivalent to 2001-12-24T02:48Z.
