The method is to perform the same constraint propagation in the type
domain which the namespace recommendation specifies for the instance domain.
synonomy and homography issues require scoping rules. just as they do in
the instance domain. for which they physical entity tree suffices. other
constraints (like on unprefixed names) are not necessary.
there was a thread back in may in response to some posts from C. M.
Sperberg-McQueen which has some examples.
