which has the *syntax* of a non-relative URI reference.

Namespaces are equal if their namespace names are string-equal.

It is an open question whether namespaces also have URIs, and if so,
whether those URIs (represented as strings) are equal to
their names.  I tried to argue for the position that the
best URI for a namespace was "data:,<namespaceName>" but nobody
bought it at the time, and in hindsight I think that was wise.
